Yangko dance celebrated New Year

People were performing east Hebei Yangko dance (a rural folk dance in
North China) in the street of Hebei's Luannan County on Feb. 5. Yangko
dance during the Spring Festival is one of the local customs. People
dress themselves in fancy clothes, pick up various types of props, act as
different characters, and dance to the festive drum beats and cheerful
beats of Suona (a Chinese woodwind instrument), creating a peaceful
atmosphere for the Chinese New Year and starting a new life.

Auto sales to climb 12% driven by small car push

BEIJING, Feb. 4 - Car sales in China will reach a record high of 6.4
million to 6.6 million this year, a 12 per cent rise year-on-year, the
China Association of Automobile Manufacturers (CAAM) has forecast.
Fuelled by the central government policy to encourage the use of smaller
and more energy-efficient models, passenger cars will lead the growth to
place China as the world's second-largest auto market after the United
States.
In a press release, CAAM, one of the most important sources of industry
information, reported that in 2005, 5.9 million auto units were sold in
China, higher than Japan's 5.8 million and Germany's 5.2 million.
However, opinions in Chinese language press argued, after taking away
China's export and the factor of double counting, the number of units
actually sold in China was around 5.7 million.
This year, though, car dealers are reportedly already seeing a promising
trend, especially during their heated sales campaigns before and during
Spring Festival.
Even before the festival, a Tianjin dealership for Geely a domestic brand
reported 70 buyers were still waiting for the delivery of their new cars,
said Zhao Jian, the dealership's general manager.
Strong sales were reported in Beijing and Guangzhou as well. Braving
sub-zero weather on Friday, in Beijing's Yayuncun (Asian Games Village)
auto market a man surnamed Wu told China Daily that he wanted to buy a
car.
"I began to think about having a car a long time ago," he said. "And in
this festival season, and seeing such tempting festival sales, I really
can no longer wait to let my dream come true."
According to the Beijing Municipal Statistics Bureau, there are 1.54
million privately owned automobiles in the capital city.
Including the units owned by various institutions, the city has 2.15
million automobiles, or about one car for every seven people.
Car sales are also on the rise in some second-tier cities.
"We cannot rest for a single day," said a sales manager of a Ford
dealership in Nanjing, capital of East China's Jiangsu Province.
"There were buyers knocking on our door on Lunar New Year's Eve. They
drove away even the demonstration cars we had in our showroom."
The central government wanted all local governments to lift their
restrictions on smaller models before the end of March as part of its
effort to reduce China's dependence on oil imports.
Currently, 16 China-based car manufacturers are reportedly vying to roll
out 25 new, smaller, low-emission models.

Dong villagers played dragon lanterns

A dragon lantern band, which was made up of villagers from Malong
Township's Shengqi Village, Shuangjiang Town's Tangchong Village and
Linkou Town's Wuyi Village in Shuangjiang Town of Hunan's Tongdao Dong

celebrating the Spring Festival with local residents.

Jan. 26 - Sichuan's Zigong City, a thousand-year-old salt capital,
overflows with festive atmosphere everywhere as the Spring Festival
approaches.
The Ziliujing Ancient Street at the bank of the Fuxi River has completed
renovation and taken on a new look.
The renovation project for the street protects ancient buildings in the
historical and cultural city and gives prominence to the salt culture.
Tourists coming to Zigong City now have a new destination.

China eyes balanced economic development

Chinanews, Beijing, Jan. 26 (By Zhao Jianhua) - China's fiscal revenue
broke the 3 trillion RMB (US$370 billion) mark and recorded a
year-on-year increase of more than 500 billion RMB in 2005. The country
welcomed a bumper harvest once again and realized an ample treasury.
Possibilities of ways to spend the treasure chest on hand have naturally
drawn the attention of many people.
In a country of public ownership, the government holds abundant economic
resources. Therefore, the orientation of the government's investments and
the return on those investments are crucial to the whole nation's
economic operation and its long-term development.
Researchers believe that at a time when its coffers are swelling, China
should go about solving issues in the economic operation to pave way for
long-term development in the future. China should invest more in
education and other critical areas that have a significant bearing on its
prospects. At the same time, the country should make more efforts in
reversing unbalanced developments, including regional disparity and
disparity between cities and farms.
With regard to the above issues, Minister of Finance Jin Renqing said
that China would maintain continuity and stability of its macroeconomic
policies and continue its prudent fiscal policy. It will propel healthy
development of investment, consumption and export, boost economic
structural adjustments and economic growth mode transformation, help
enterprises elevate their capability in proprietary innovation, cultivate
and strengthen the entire market sector, expand domestic consumption and
bring into full play the role of consumption in driving economic growth.
In 2006, China will optimize the structure of expenditure, continue to
boost industrial structural adjustment and coordinated development
through government investment, support system innovation such as the tax
reform, and strengthen the weak segments of economic and social
development. The country will give priority to bolstering up rural
construction, science, education, culture, health, social security,
resource conservation, ecological construction, environmental protection
and western development, and ensure construction of key projects.
Moreover, the Chinese government will constrain blind construction and
overlapping construction, and control new projects of high energy
consumption, high pollution and immature technologies.
As to various "achievement projects" and "image projects," the government
reiterated that such extravagance should be scaled back with
determination to ensure steady growth of fiscal revenue and ceaseless
improvement of expenditure efficiency.
Facing increasingly prominent disparities between cities and farms and
between regions, the government responded that it would redouble its
efforts in transfer payment to spur coordinated development in different
regions and between urban and rural areas.
In 2005, the central government treasury earmarked more than 700 billion
yuan for transfer payment. Financial transfer payment totaled over 300
billion yuan and more than 90% of that was invested in central and
western regions. The present reform of income tax sharing system ensured
steady increase of the central treasury's transfer payment to the central
and western areas year by year. In 2005, the figure reached 110 billion
yuan. Since the reform effort commenced, the annual growth rate of
transfer payments has been over 50%.
China's fiscal and tax policies also mirror its efforts in eliminating
regional disparities. Jin said that China will focus on implementation of
preferential fiscal and tax policies for developing the western region
and rejuvenating old industrial bases such as the northeastern region.
The Ministry of Finance is studying, constituting and implementing fiscal
policies that would stimulate the growth of the country's central region.
It is striving to establish a favorable, interactive mechanism for
coordinated regional development that optimizes complementary advantages
of the eastern, central and western regions.
With regard to the gap between urban and rural areas, China has exempted
farmers from agricultural tax and offered direct agricultural subsidies
to farmers. In addition, the government has stressed compulsory rural
education. In 2005, the central government spent 7 billion yuan on
students from 34 million needy rural families in the central and western
regions. The government also supported the training of 2.8 million rural
laborers.
Starting in 2006, China will gradually establish a mechanism to guarantee
funds for compulsory education in rural regions. Compulsory education in
central and western regions will gain more financial support. Jin said
that this would help elevate the quality of farmers and propel equal
compulsory education in rural and urban areas and as a result, realize
equity in education.
One who does not care about the future will soon have trouble. Making a
long-term plan and laying a foundation in a bumper year is the only way
to realize bumper harvest year after year. Only balanced development is
sustainable. Various measures taken by the Chinese government indicate
that China is trying its best to maintain the favorable trend of "bumper
harvest."

Lanterns shine on Qinhuai River

World's largest festive lighting board

A 7,000-square-meter festive lighting board named "Seven-Up Illuminates
Guangzhou" was lit up on Guangzhou's tallest building CITIC Plaza on the
evening of January 19th, adding festive atmosphere to the upcoming
Chinese New Year. The lighting board is expected to set a Guinness World
Record.

World Bank loans help rural areas reduce poverty

A young man of the Miao ethnic group played a lively tune with Lusheng
Pipe (a musical instrument among Miao people) to celebrate the
commencement ceremony for the "poverty-stricken rural community
development project" on Jan. 18 in Guangxi's Rongshui Miao Autonomous
County. This project jointly held by the World Bank and the UK's
Department for International Development will allot US$100 million of
loans from the World Bank and US$32.45 million of donation from the UK in
five years to help Guangxi, Yunnan and Sichuan to carry out comprehensive
poverty relief and development in residential areas of minority ethnic
groups. The loans have a term of 20 years.

The "Exhibition on Significant Achievements of Scientific and
Technological Innovation" opened in Beijing Exhibition Center on Jan.
12th. A hybrid-drive sedan powered by hydrogen fuel cell named
"Transcendence No.3 - Son of Orient" jointly developed by Tongji
University's Center of Automotive Engineering and Shanghai Fuel Cell
Vehicle Power Train System Inc. became a core hi-tech exhibit. The sedan
can run 120km per hour and cross 200km at the most for every charge of
hydrogen.

A senior citizen carried home a color TV granted by the government on
Jan. 10. In an effort to bring a joyful Spring Festival for
poverty-stricken households, the city offered a hand again by giving out

on that day.

Villagers living near Tuanlin Village, Changli County, Qinhuangdao City,
Hebei Province were busy storing ice on the afternoon of Jan. 8 in the
hope that the ice they store would sell at a good price this summer. The

richest ethnic characteristics in Xinjiang's Urumqi City on Jan. 8th.

Opening ceremony of the Museum of Chinese History located in Fuyang Town,
Chaozhou City, Guangdong Province was held on Dec. 28th. This is an
all-around privately-owned museum featuring research, collection and
preservation of cultural relics. Hong Murong, a famous Chaozhou
collector, invested to build this museum. It covers an area of 25 mu
(4.125 acres) and its total construction area amounts to 20,000 square
meters with over 126,000 exhibits.

appeared in a fashionable stone gallery in Beijing on Dec. 22. It is a
gray agate that dates back one billion years and originates from the Gobi

"Promotion Plan for Beijing Citizens' Gum Health" with a theme of "pay
attention to problem of gum and achieve dental health of all citizens"
started voluntary medical service and promotions in Beijing's Jugezhuang
Village in Miyun County. According to plan, this campaign will be
launched in over 20 remote county-level areas including Guangdong's
Liannan, Beijing's Miyun and Sichuan's Shehong to promote education of
dental health in four months.

New soldiers rushed to ask 59-year-old Zhou Xifang, who is regarded as
mother of soldiers, for her comments on the insole they sewed with their
own hands on Dec. 18th. On the day, at the home of Zhou Xifang in
Shandong's Yinan County, 11 new soldiers about to be enrolled in the army
learned how to sew insole from her to experience forefront support. To
facilitate the new soldiers to become qualified armymen as soon as
possible, the army made full use of local revolutionary and historical
education resources to commence activities for national defense education.

Oil painting on waste paperboard

Hou Guoxin, a retired teacher in Liaoning's Anshan City, was painting on
a waste paperboard. He has created 60-odd oil paintings titled "great men
series" by Dec. 14. Hou had been teaching fine arts for over 40 years and
now he has become an environmental protection volunteer. He prefers
painting on waste materials.

A staff was displaying a large Qingtian stone seal featuring Olympic
mascot "Five Friendlies" carved by Jinan folk artist Mr. Wei at Shandong
Museum on Dec. 13. Experts indicated that Qingtian stone seals are
precious folk artworks and such a large Qingtian stone seal depicting
"Five Friendlies" is quite rare.

Turpan develops pollution-free vegetables

A farmer was harvesting green pepper planted in a big shed in the
pollution-free vegetable base in Shanshan County of Turpan region on Dec.
12. In the recent three years, Xinjiang's Turpan has introduced advanced
planting techniques adapted to the greenhouse and big shed as well as new
species of vegetables, so as to practice pollution-free planting and
management and boost man-made-establishment-oriented agriculture on the
basis of modern agricultural science and technology. To date, Turpan has
planted 9,900 acres of pollution-free vegetables of 15 categories and 26
varieties.

Italian opera legend Luciano Pavarotti was dressed in Peking Opera
costumes during a news conferece in Beijing December 8, 2005. Luciano
Pavarotti, 70, who made his decision to end his career, came to China as
part of a leg of his 'Farewell Tour of Luciano Pavarotti'. He would show
his talent as "King of Hi-C" at the farewell concert in Beijing Capital
Gymnasium on Dec. 10.

The Innovation & Design Expo was held at the HK Convention and Exhibition
Centre on Nov. 21. It was the first time Hong Kong hosted the expo. More
than 180 exhibitors from 12 countries and regions participated in the
expo, assisting HK enterprises to elevate their ability to conduct
scientific research and utilize new sci-tech and design to strengthen
their competitiveness. Pictured, uniquely designed posters were displayed

Xianhui Yao Autonomous Township in northeast Guangxi's Zhaoping County
held a celebration party for its tenth anniversary on Nov. 18, 2005.
People of different villages all rushed to watch the performances from
areas around. Since its establishment in 1995, Xianhui Yao Autonomous
Township made great progress in various social affairs and increased the
